NDRC: Developing Future Industries Must Be Tailored to Local Conditions, Not "Covering Everything"

36Kr1 min read

The National Development and Reform Commission (NDRC) held a press conference on the 3rd as part of its "Striving for the 15th Five-Year Plan" series to introduce efforts to foster and strengthen new growth drivers. Ren Zhongbao, Deputy Director of the NDRC's Department of Innovation and High-Technology Development, said that efforts should be goal- and problem-oriented, with coordinated planning, local adaptation, and phased cultivation to effectively advance work on future industries. Unlike previous technological revolutions, the new round of technological and industrial transformation features multiple breakthroughs, group-based breakthroughs, and cross-disciplinary integration, giving rise to numerous future industry directions, so China cannot possibly "cover everything" in developing them. After comprehensively assessing future technology trends, China's technological and industrial foundations, and future economic and social needs, the Party Central Committee and the State Council explicitly proposed that during the 15th Five-Year Plan period, priority be given to developing future industries such as quantum technology, biomanufacturing, hydrogen and nuclear fusion energy, brain-computer interfaces, embodied AI, and sixth-generation mobile communications. China must follow the principle of seeing the nation as a single chessboard, strengthen coordinated planning, and support localities in adapting to their own conditions by choosing niche fields where they have a foundation and comparative advantages.
