Shenzhen: Improving Pre-sale Management for Commercial Housing

36Kr1 min read

36Kr reports that Shenzhen has issued implementation opinions to enforce the "Notice on Improving the Sales System for Commercial Housing." Effective August 28, 2026, new commercial housing projects with land grant announcements will require individual buildings to have completed their main structural topping-out. Specifically, the building floor under pre-sale application must have concrete poured up to the roof level, accompanied by a signed and stamped "Main Structural Division Quality Acceptance Record" from the project owner, designer, contractor, and supervisor. Pre-sale funds for these projects will be fully monitored throughout the entire process. Fund supervision will only be lifted after joint completion acceptance filing and when supporting facilities such as water, electricity, and gas are ready for delivery.
