Five Departments: Accelerate Layout of a Batch of Precious and Rare Metal Resource Recycling Projects, Advance Recovery of Valuable Components and High-Value Utilization

36Kr has learned that five departments issued the "Action Plan for Implementing Comprehensive Conservation Strategy." It mentions accelerating the improvement of resource utilization levels. The plan calls for deepening the comprehensive utilization of bulk solid waste in industry, urban areas, agriculture and forestry to improve quality and efficiency, strengthening the recovery and use of tailings, and improving the classified and tiered management system for bulk solid waste. It also calls for improving refined and standardized recycling networks for industrial and social-source waste. Efforts will be strengthened to recycle "urban mines" such as scrap steel, end-of-life motor vehicles, and waste electrical and electronic equipment. The plan vigorously promotes recycling of the "new three" products and other solid waste, builds a full-lifecycle management system for new energy vehicle power batteries, and improves management rules for decommissioned and scrapped wind and photovoltaic equipment. It accelerates the layout of a batch of precious and rare metal resource recycling projects and advances the recovery of valuable components and high-value utilization. It also promotes the recycling of waste plastics and used textiles. By 2030, the annual utilization of bulk solid waste is expected to reach about 4.5 billion tons.
