The National Development and Reform Commission held a press conference in its "Striving for the 15th Five-Year Plan" series to introduce efforts to cultivate and strengthen new growth drivers. Luan Jie, Director of the Policy and Planning Department of the National Data Administration, said the agency will study and introduce policy documents on accountability systems for the development and utilization of public data resources, and explore establishing a revenue-distribution mechanism for the authorized operation of public data. The agency will deepen implementation of the action to enhance data efficiency in state-owned enterprises, particularly by leveraging the important role of the National Data Group in developing and using data resources, and foster a number of innovative and dynamic data enterprises. It will also strengthen the construction of high-quality datasets and continue to advance six special actions: strengthening foundations and expanding capacity, tackling data annotation, improving quality and efficiency, empowering applications, enhancing management and services, and unlocking value. The agency will deepen pilot work on data annotation, build a network of industry annotation experts, and establish a special cross-regional coordination mechanism to better support the development of artificial intelligence.
