NDRC: To Regularly Promote Investment Projects to Private Enterprises and Make Efforts to Resolve Arrears Owed to Them
Liu Dan, Deputy Director of the NDRC's Bureau for the Development of the Private Economy, stated that in the next step, the NDRC will not only regularly promote investment projects to private enterprises but also strengthen top-level design, deploy a combination of 'policy + projects + scenarios' to break down hidden barriers and allow private enterprises to invest with confidence. The bureau will improve the long-term mechanism for private enterprise participation in major national infrastructure projects, advance fair opening of competitive infrastructure sectors to business entities, support deep private sector involvement in building the 'six networks', and increase support for private investment in emerging industries, new infrastructure, and consumption upgrades. It will continue to strengthen factor guarantees, enabling enterprises to invest effectively by increasing supply of capital, data, talent, and enhancing support from new policy-based financial tools for private investment projects. Efforts will be made to resolve arrears owed to private enterprises and orderly promote the opening and sharing of major scientific research infrastructure with private enterprises.
