aiqbench analysis

This policy outlines Shanghai's strategic push for green data centers by mandating strict energy efficiency thresholds (PUE ≤ 1.2) and integrating AI-driven control models with advanced cooling architectures like liquid cooling. It also explores novel infrastructure forms, such as underwater data centers powered by offshore wind, to support the region's computing power expansion while reducing carbon emissions.

Shanghai: Steadily Advance the Construction of Green Data Centers

36Kr1 min read

36Kr reports that the Shanghai Municipal People's Government Office has issued the '15th Five-Year Plan for Energy Conservation, Carbon Reduction, and Circular Economy Development in Shanghai.' The plan proposes to steadily advance the construction of green data centers, supporting integrated applications of liquid cooling technology, high-efficiency servers, green energy, and AI-based energy-saving intelligent control models. It also suggests exploring the construction of underwater data centers in conjunction with offshore wind power. Strict access management will be implemented for new data centers, raising energy efficiency thresholds; the energy utilization efficiency for newly built computing facilities must not exceed 1.2. The plan promotes energy conservation and carbon reduction upgrades for infrastructure such as computing power, communication base stations, and server rooms, driving optimization and upgrades in equipment selection, cooling architecture, cabinet power density, and intelligent system operation strategies to continuously improve energy efficiency per unit of computing power and per unit of information traffic.
