NATO's new roadmap shifts from broad strategic intent to actionable execution by isolating quantum computing, communication, and sensing into distinct development tracks. By establishing specific timelines for use-case identification and assessment criteria, the alliance treats quantum capabilities as critical assets in upcoming strategic competition rather than incidental research topics. This structured approach signals that military readiness now hinges on concrete milestones in quantum hardware maturity and standardization.
