Shanghai's plan is a government industrial strategy that ties AI directly to manufacturing hardware, with "physical AI" robots and AI-enabled machine tools as stated targets. It sets goals and funding intent rather than reporting deployed results, so the practical impact depends on implementation and on whether the promised autonomous sensing and decision-making capabilities materialize in factories.
Shanghai Backs Breakthroughs in Humanoid, Collaborative and Heavy-Duty High-Precision Robots
36Kr learned that the Shanghai Municipal Commission of Economy and Informatization has issued the Action Plan for Accelerating the Development of the New-Generation Intelligent Manufacturing in Shanghai. The plan calls for developing and promoting new intelligent manufacturing equipment, supporting the deep integration of AI technology with equipment, and upgrading intelligent manufacturing equipment into equipment agents. It also calls for developing and promoting physical AI equipment, including robots, industrial mother machines and inspection equipment with autonomous sensing and decision-making capabilities, and using the needs of smart factory construction to drive equipment upgrades and large-scale deployment. The plan supports innovative breakthroughs in humanoid robots, collaborative robots and high-precision heavy-duty robots; accelerates the iterative upgrading of AI-enabled ultra-precision grinders, large five-axis machine tools and high-speed dual five-axis mirror milling machines; and promotes the development of independent capabilities in testing equipment such as X-ray photon spectrometers, residual gas mass spectrometers and industrial CT scanners.
