Hong Kong IPO Market Raises Record Funds in First Three Quarters of 2026, SFC Warns of Suspicious Subscriptions

In the first three quarters of 2026, Hong Kong's IPO market delivered results far exceeding expectations, with 115 companies listing and raising a total of HK$385.566 billion, surpassing any single-year fundraising volume since 2011. Looking ahead to the fourth quarter, Deloitte and KPMG recently indicated that Hong Kong's annual IPO financing could approach HK$500 billion. The market heat has also benefited intermediaries, with a pronounced top-tier effect where the top three underwriters accounted for 42% of total underwriting volume. However, resource constraints among sponsor institutions and issues regarding professional quality remain under regulatory scrutiny. On October 13, the Hong Kong Securities and Futures Commission stated that resource tensions have eased, evidenced by the proportion of pending listing applications held by the five most active sponsors dropping from 77% at the start of the year to 65% in September, while the number of overburdened key signatories decreased by 78%. The SFC特别提醒 that sponsor institutions must remain vigilant against opaque arrangements involving initial public offerings and post-listing activities, which may lead to suspicious subscription instructions, artificially inflated demand for IPO shares, or facilitate potential manipulation of trading activities after listing.
